Do you go to phase 1 or 2?
You need actual partners for phase2. For phase 1 you can have only letter of intent or mention it in project. Phase 2 you have little chances w/o phase 1 won (in theory you do but in real life no).
We applied 3 times and didn't won, but came very close and last application have been above threshold but we still have to improve in some areas. I can give you some general advices or you can do it via good consultant also. Maybe we can even participate if there is something we can do.

well, i'd like to go straight to phase 2, because we have actual products nearing completion: it's not actually "theoretical", it's real.
however....

this project, i mean - it's not "theoretical", at all. for the energy-efficiency and carbon reduction programme, this project *clearly* qualifies: it's *designed* to reduce e-waste and carbon emissions. i'm designing products where the casework is made of bamboo, for goodness sake! and the plastics i'm looking at hemp fibre reinforced PLA (which is incredibly strong btw).
on the other programme, it's guaranteed to be disruptive: it's turning the entire product development cycle - from design to ownership - completely sideways. i don't describe the project as a paradigm shift in computing without good reason.
so there's actual *genuine* justification as to why this project would succeed in an application under either of those to programmes. which helps enormously when writing because it means that there's something to believe in, strongly, rather than just "hope it might work".
so, hrvoje: what do you have that you could be part of a participation effort? what do you do - remind me :)
btw, we have a secret weapon: i know someone who actually participated in the review of EU funding applications, so has seen this from the other side: i've invited him to help out, let's see what he says.

Maybe best would be to have a Skype some time so I can tell you what I know but let me tell you few things.
ICT - if possible avoid it. For example in first round there was more then 800 applications and only small number is funded. This is why we didn't get funds even if we had score above threshold. There is always someone with better score and I think only 10 or 20 projects are funded in each call. For example in low carbon there was about 50 applications in total and now you understand why you should avoid ICT. it is just too crowded.
low carbon - I think you have to talk to someone that is familiar with this but I am not sure if you can make your case for low carbon. I think they think about products which contribute actively to reducing carbon footprint like more efficient technologies in heating, cooling or industry etc. But I say you should try to push it here because you can always push in in ICT but this is too crowded call. Now you understand the logic, try to find business case for you that is not ICT within H2020. For example you said that you solution can be good for education as it drastically reducing cost of computers. Is there any call mentioning education etc...
I think you cant write application yourself as you are not good in all aspects that are important for application to be successful. Not only you have to be good in areas where you are expected to be good (like technology, business model, competitions etc) but also in areas which are difficult to understand from your point of view like EU policies etc...
Evaluator that you know certainly can help as they know those things but you need someone who can work on your project with you. Actually I signed a contract with one UK agency doing this but there are others. I will send you later more info on project we do so you cna pick up something that we can participate. One more important thing. You are expected to have 30% of your funds and this 30% can be salaries and other cost that are justified but it means you need some strong partners to absorb lot of funds if you don't have enough expenses. Phase1 is not a problem 950k Euro) but phase 2 where you can ask 0.5 to 2.5 mill Euro can be.

It is advice from our consultants. If you won phase1 i think more then 50% of projects will win phase 2 also. If you go to phase2 directly chances are much much lower but it is also possible to apply.
If there is a way to get a 4s booting booting open sourced kicad based A20 reference design for everyone to share off the ground, probably my employer would be interested.

Have you been in contact with people who successfully obtained EU funding previously? The PyPy project successfully got framework funding, I believe, but there was a lot of paperwork.
